Crown Event Center Committee recommends construction delivery method

recommended moving forward with the Construction Management-at-Risk delivery method for the construction of a new multipurpose event center to replace the existing Crown Theater and Arena during their meeting held on Nov. 1.

Matt Desilver, senior project manager with MBP Carolinas, which is the owner’s representative for the project, presented the Committee with a number of construction delivery method options including Design-Bid-Build, CMaR and Design-Build, along with an assessment of the potential advantages and drawbacks of each option. He recommended the CMaR delivery method.

Among the benefits of the CMaR delivery method, Desilver outlined are bringing the contractor on early in the design process, which can shorten the project timeline and allow for early packages and early procurement of long lead items and includes a value engineering process.

The Committee voted unanimously to recommend approval of the CMaR delivery method. It will now go before the full Board of Commissioners for consideration at their Nov. 7 meeting, which will be held at 9 a.m. in Room 119 of the Judge E. Maurice Braswell Cumberland County Courthouse at 117 Dick Street in Fayetteville.

The Committee also went into closed session to discuss Real Property Acquisition pursuant to NCGS 143-318.11(a)(5).

The Crown Event Center Committee will hold its next meeting on Wednesday, Nov. 16 at 1 p.m. in Room 564 of the courthouse.

The Cumberland County Board of Commissioners Crown Event Center Committee is comprised of Commissioners Jeannette Council, who serves as chair, Jimmy Keefe, and Board Chairman Glenn Adams.
