Town of Hope Mills to host public hearing over rezoning of 80+ acres of land

The Town of Hope Mills will be allowing for members of the community to voice their opinion over a rezoning request at their upcoming Board of Commissioners meeting scheduled for Oct. 16. 

The request is asking to change  82.50+/- acres of property located 655 feet east of the intersection of Rockfish Road and Waldos Beach Road and 560 feet west of the intersection of Camden Road and Wipperwill Drive from its initial zoning designation of R5 Single Family/C2(P) Planned Service and Retail/Conditional Zoning or to a more restrictive zoning district. 

The request was submitted by acting agent Trae Livick on behalf of the property owner Barbara M Johnson Heirs.

This is an initial zoning request for 82.5 acres previously incorporated into the Town of Hope Mills limits in a recent annexation.  

According to the meeting agenda, Town of Hope Mills staff has worked extensively with the developer for the facilitation of the proposed project which consists of 55.1 acres of commercial and 27.4 acres of residential development.

The overall surrounding area is comprised of a variety of uses with a commercial node adjacent to the northwest corner of the subject property. The area to the immediate east is a well-established residential area regulated under the RR Rural Residential District. There is another established residential area to the south zoned under the Exhibit “A” Aerial View Exhibit “B” Site Plan R7.5 district with Jack Britt High School located to the immediate west of the property in question. 

Town of Hope Mills Planning staff recommends approval of the initial zoning request to the R5 Single Family/C2(P) Planned Service and Retail/Conditional Zoning districts and finds that although the request is not consistent with the Southwest Cumberland Land Use Plan (2013) designation the economic and regional impact of the proposed development fits within the vision and long term outlook of the area. Approval of the request is reasonable and in the public interest because the district requested is in harmony with surrounding existing uses and zoning.

Each speaker is asked to limit comments to three (3) minutes, and the total comment period will be 30 minutes or less.
