Moore County issues a RFQ for new forensics facility

Moore County has recently opened bids for architectural services for the Moore County Sheriff’s Department for their new 7,000 square-foot Forensic Facility.
The County is soliciting Statements of Qualifications from qualified architectural firms to provide design and related professional services. The project will establish a purpose-built environment that consolidates and modernizes the Sheriff’s Office’s existing forensic functions, which are currently dispersed across limited and non-specialized spaces within the main facility.
The proposed Forensic Facility will provide a secure, efficient and technically advanced environment for vehicle and evidence processing, forensic analysis and digital investigative work.
The design will include two enclosed vehicle bays with sufficient lighting, ventilation and evidence-security controls to support vehicle forensic processing and accommodate tow-truck access, with at least one bay to be equipped with a vehicle lift. Adjacent laboratory and workbench area will support component processing, sanitation and equipment use.
The facility will feature dedicated office and laboratory spaces for digital forensics and latent print examination, with built-in storage and workstation configurations to support specialized technical work. Integration of a modern Automated Fingerprint Identification System (AFIS) will be a core component, providing connectivity to state and national databases and enhancing the efficiency and accuracy of latent print analysis.
Future adaptability is an essential design consideration, allowing expansion into additional forensic disciplines such as firearms ballistics and drug analysis. The project will also include secure long-term vehicle evidence storage for approximately 20–25 vehicles and appropriate evidence storage spaces within the building. The goal is to create a unified forensic operations center that enhances evidentiary integrity, operational efficiency, and the long-term investigative capacity of the Moore County Sheriff’s Office.
Sealed qualifications titled "RFQ 2026-01 ARCHITECTURAL SERVICES FOR FORENSICS FACILITY” may be furnished to the Terra Vuncannon, County of Moore, 1 Courthouse Square, Carthage, NC 28327, until 4:00 p.m. Tuesday, Nov. 18, 2025. The proposals received by the submittal deadline will be evaluated by a selection committee comprised of representatives of Moore County.
The committee will review and identify the firm or firms that are most qualified and responsive to the services requested. Interviews may be conducted should the committee require further assessment.
