Town of Hope Mills seeks new concession operator for Town Lake Park

The Town of Hope Mills Parks and Recreation Department is soliciting proposals from qualified individuals and businesses to operate and manage the concession stand located in Hope Mills Lake Park.

This Request for Proposals (RFP) is intended to identify a qualified concessionaire to enter into a contractual agreement with the Town of Hope Mills for the operation of this facility. The selected concessionaire will be responsible for operating the concession stand in accordance with the terms and conditions set forth in the Town of Hope Mills Parks & Recreation Concession Operations Vendor Agreement.

The concession building has a 402 sq ft. kitchen area, 13,500 pavilion, ADA compliant women and men’s restroom and a detached storage building. The pavilion area has picnic tables, LED security cameras and lights. Other adjacent amenities include a playground, dock, boat ramp and gazebo.

Town Lake Park, centered around the historic Hope Mills Lake, has served as a significant recreational and community destination for the Town of Hope Mills for more than 125 years.
The Town of Hope Mills recognizes an opportunity to enhance the visitor experience at Town Lake Park through the establishment and operation of a concession stand. A well-managed concession operation would provide convenient food and beverage options for park users while complementing the Town’s existing recreational amenities and programming.

Currently, the concession stand is a “Limited Food Establishment” as defined by Cumberland County Health Department and North Carolina G.S. 130A-247(7). Contractor can sell pre-packaged food such as chips, candy, crackers, chewing gum, bubblegum, sunflower seeds and chocolate bars.

Contractor may also sell prepared foods such as hotdogs, nachos, sno-cones and popcorn. Rolling hotdog machines, crock-pots and microwaves are acceptable ways to prepare these foods. Popcorn makers are allowed provided it is cleaned after each use. Packaged ice cream bars, or a variation of such, can be sold if Contractor provides a commercial freezer to store the ice cream.

The Contractor must provide ALL equipment for the concession stand operation.
