Construction to improve stormwater drainage and utilities in the Locks Creek Road area is scheduled to begin Oct. 19. The project is designed to reduce flooding at the neighborhood entrance, improve access during storms and replace aging utility infrastructure.
The City was awarded a $999,135 Disaster Mitigation Grant through the North Carolina Department of Public Safety’s Emergency Management Disaster Relief and Mitigation Fund to improve roadway access and stormwater drainage in the Locks Creek neighborhood.
The work will focus on the neighborhood’s primary access point. Crews will replace the existing drainage culvert with a larger, more durable concrete structure and raise the roadway at the entrance to provide additional protection from flooding. The improvements are intended to help residents and emergency responders enter and leave the neighborhood during storms.
The project also includes replacing approximately 70 feet of water line, including valves and related connections, and replacing an existing sewer connection with approximately 105 feet of new sewer pipe. Construction crews will repair or replace pavement and concrete affected by the work and resurface Locks Creek Road and portions of Carriage Street.
The project addresses flooding at the entrance to the Locks Creek neighborhood. It is not designed to eliminate flooding caused by Locks Creek, remove homes or other structures from flood hazard areas, or significantly lower water levels throughout the surrounding area during different storm events.
Flooding within the neighborhood and along Locks Creek may still occur during significant storms.
Portions of Locks Creek Road will be closed for the duration of construction. Residents should use Carriage Street to L.A. Dunham Road as the primary route to enter and exit the neighborhood.
Drivers should plan for additional travel time and use caution near the construction area.
Access for emergency responders and other necessary traffic will be coordinated throughout construction.
