Crown Event Center Committee recommends construction manager for project

The Cumberland County Board of Commissioners Crown Event Center Committee recommended during their meeting Tuesday the selection of T.A. Loving/Metcon as Construction Manager-at-Risk for the new multipurpose event center to replace the existing Crown Theatre and Arena.

A recommendation was made to the Committee by the County’s Project Delivery Team, which reviewed responses to a request for qualifications and held interviews with shortlisted firms on March 28 and 29. The Project Delivery Team includes County staff, along with owner’s representative MBP, Crown Complex manager Spectra/OVG and project architect EwingCole. County staff scored the firms and the other representatives participated in the process as non-voting members.

T.A. Loving/Metcon received the highest score among interviewed firms. Selection Committee members listed a number of elements that stood out from T.A. Loving/Metcon’s presentation, including their local presence and experience with the CMaR project delivery method and working as a joint venture. T.A. Loving/Metcon also scoared high based on their ability to solicit local, MWBE and veteran subcontractor participation, and their ability to construct facilities with tight site logistics.

The Crown Event Center Committee voted unanimously to recommend the selection of T.A. Loving/Metcon to the Board of Commissioners for approval. The recommendation will go before the full Board at their April 11 agenda session for final consideration at their April 17 regular meeting. Following approval of the selection, a contract will be presented to the Board for approval.
