NCDEQ Energy Saver NC program brings home energy rebates to Cumberland County residents

Cumberland County residents have access to funds in home energy rebates through Energy Saver North Carolina, an initiative launched by the North Carolina Department of Environmental Quality (DEQ). The program includes over $208 million in federal funding to help households afford energy-saving upgrades like heat pumps, insulation and electrical panel improvements.

The program is designed to lower utility bills, improve home comfort and support local jobs, with more than 2,300 new employment opportunities expected statewide.

The program includes two rebate options:

  • HOMES (Homeowners Managing Energy Savings)
  • HEAR (Home Electrification and Appliance Rebates)

North Carolina is the first state in the country to fully launch both programs simultaneously.

Eligible homeowners may qualify for up to $16,000 in whole-home energy rebates and up to $14,000 in appliance-specific rebates, including:

  • $8,000 for a heat pump for heating and cooling
  • $4,000 for an upgraded electrical panel
  • $2,500 for electrical wiring
  • $1,750 for a heat pump water heater
  • $1,600 for insulation, air sealing, and ventilation
  • $840 for an electric stove, cooktop, or clothes dryer

The program prioritizes single-family, owner-occupied homes, especially in high energy-burdened areas and communities impacted by past storms and includes parts of Cumberland County still recovering from Hurricane Helene and other severe weather events.

Qualifications

  • Households earning less than 80% of the area median income (AMI) may be eligible for the highest rebate amounts.
  • Moderate-income households (earning between 80% and 150% of AMI) may also qualify for partial rebates.
