Cumberland County announces Request for Proposal for emergency shelter provider and facility

By Staff Report, posted 7 months ago

Cumberland County has issued a Request for Proposal (RFP) for an operator for a temporary emergency shelter service provider and facility for individuals and families experiencing homelessness in the community.

Cumberland County is seeking the RFP due to the recent displacements of individuals and families with children and closures of emergency temporary shelters in Cumberland County. The two types of partnership options considered for a temporary emergency shelter are service providers only or service providers with a facility. Providers with or without facilities should plan to provide sheltering for 50-60 individuals and/or families with children.

Key Dates:

  • RFP Released: Sept. 29, 2025
  • Questions Due Date: Oct. 8, 2025, by 4 p.m.
  • Urged and Cautioned Virtual Meeting: Oct. 16, 2025 at 9 a.m.
  • Proposal Due Date: Oct. 28, 2025 by 4 p.m.

Interested parties, including nonprofits, businesses and other potential partners, are encouraged to respond. Submissions may propose to:

  • Provide emergency shelter services;
  • Offer a facility suitable for temporary shelter operations; or
  • Deliver both shelter services and facility space.

Proposals will be considered and awarded based on qualifications, experience, technical approach cost proposal and more.

To view the full RFP and submit responses, go to the Cumberland County website at cumberlandcountync.gov and click on the “Bid Opportunities” button. Follow the “Click Here for Bids” prompts until the Bid Search page is reached. Simply click the “Search” button to see all RFPs. You do not have to enter a number to see RFPs. The unhoused support center is RFP #26-14-ADM.
